Given their history of dumping and taking advantage of IP laws in their favor (plus them claiming the 9 dash line) them joining might actually hurt the trade union. 

We’ve already seen what free trade deals have done to countries poorer than China (South America, and Africa) and it wasn’t good.

Regarding rare earth, so essentially China's "loss" was to get another seller for rare earth minerals which they are already selling. They have complete information regarding the quantities of the materials they mine and this data is not accessible by other countries. If at any point they need to control supply they can just do so and no one can do anything.

What probably hits home with trumps dumbass base is the fentanyl point and I am sure the Chinese expats were laughing their way out of the negotiations when this point even came up

The fact the the president thinks America has SOOO much leverage proves how 'stuck in the 90s' he is economically. China is rapidly closing the gap in GDP as #2 and learned that honey catches more trading partners than vinegar a long time ago.
